The TOI Assessment quantifies how effectively a roadway network enables reliable transit operations using observed vehicle performance and establishes a consistent, data-driven baseline agencies can use to track progress, guide investments, and evaluate impacts over time.
“Waste” is defined as any action or step in a process that does not add value to the customer. In other words, waste is any process that the customer does not want to pay for.
Applied to Public Transit, Waste is considered:
- Approaching at a red signal, accelerating at a signalized intersection
- Approaching at the stop sign, accelerating at a stop-controlled intersection
- Not traveling at Free Flow due to congestion
- Not traveling at Free Flow for passenger comfort (e.g., poor infrastructure)


Not considered waste are Service Hours the vehicle is:
- Traveling at Free Flow / Posted Speed
- Traveling exceeding the Posted Speed (Safety Waste)
- At a Transit Stop, the time not traveling at the posted speed while Approaching and pulling out, plus the time dwelling
- Not traveling at Free Flow for a safety reason
Waste percentage is calculate using the formula:

To assess how effectively a Transportation Agency supports Transit Agencies with traffic flow management, the Council has introduced the Transit Waste Index Classifications.
These classifications provide a structured approach to evaluating and improving the efficiency of transit operations, ensuring that agencies can deliver optimal traffic flow services and reduce operational inefficiencies.
