Caltrain has stated it is currently unable to measure these impacts, while the California State Senate has assigned Caltrans responsibility for establishing statewide performance measurement. The Smart City Mobility Council offers a standardized, proven, and repeatable methodology—as outlined in our TSP Impact Assessment—to quantify transit performance, identify delay, and provide the evidence base required to show whether SB 960 delivers measurable benefits to riders and communities.
